The International Declaration on the Human Rights of Children in the Digital Age

Supplementing the 1959 U.N. Declaration on the Rights of the Child

Addressed to: the Secretary General of the U.N., Member States of the General Assembly, the Economic and Social Council, the U.N. Commission on Human Rights, UNICEF, UNESCO, the European Council, WHO, and all others responsible for the protection, safety, and wellbeing of children.

Recognizing: 

 

The United Nations Convention on the Rights of the Child guarantees nondiscrimination, devotion to the best interests of the child, the right to life, survival and development, and respect for the views of the child.  Other international appeals recognize additional or supplemental rights of children, such as the European Union Action on the Rights of the Child, and the Reykjavik Appeal on Wireless Technology in Schools. 

 

The existence of the legal rights of children is well recognized, but not adequately or uniformly enforced, especially when those rights conflict with powerful commercial interests. In this document we set out three fundamental legal rights of children regarding the deployment and use of technology: their right to be free from intentionally addictive devices, platforms and apps; their right to be free from harmful exposures to radiation; and their right to be free from commercial exploitation. 

 

The legal duty to protect children and enforce these rights on their behalf is the obligation of all adults, particularly parents, legal guardians and others in positions of authority. This protection of children is a basic legal principle that we believe will increasingly be recognized as a part of international customary law that can be recognized and implemented by every country on Earth. 

 

Screen Time Addiction

  • Social media platforms are intentionally designed with algorithms to encourage addiction of young people and children.
     

  • The harmful effects of excess screen time are well documented in the scientific literature, including mental health disorders, addiction, depression, anxiety, memory loss, increasing rates of suicide, loss of sleep, learning disorders, irritability, anger, and other behavioral changes, cyberbullying and harassment. 
     

  • The duty of care of corporate social media platform owners and operators is clear; the harms are foreseeable; the causal link between screen time addiction and consequent harms is recognized even by the social media platform owners and operators themselves who provide devices to monitor this exposure; there are few if any warnings to parents and children of the dangers; millions of children are being harmed, and their families disrupted.
     

  • The American Academy of Pediatrics has issued warnings regarding safe screen time for children under 3 years of age, and also for teenagers. These warnings are repeated by the American Academy of Child & Adolescent Psychiatry. They are being ignored.

Involuntary Exposure to Non-Ionizing Radiation (NIR)

  • A large and growing body of independent, peer-reviewed scientific studies demonstrates that man-made NIR has adverse biological effects.
     

  • There is an urgent need to understand better the correlation of exposure to NIR with biological effects, including acute effects such as headaches, dizziness, nausea, insomnia, lack of concentration, and brain fog, as well as chronic effects including DNA damage and cancer; these physical effects are negatively synergistic with screen time addiction.
     

  • The growing number of wireless devices in and near homes, schools, daycare centers, and workplaces, together with supporting infrastructure, is increasing children’s continuous and cumulative radiation exposure from: cell phones, laptops, tablets, computers, routers, gaming consoles, wearables, internet of things, smart meters, robots, small cell and macro towers, satellite base stations. 
     

  • Government agencies have set maximum recommended NIR exposure limits based on decades-old assumptions (e.g., only thermal heating of cells is bioactive, and that maximum exposure levels to adults also apply to children) that do not protect children.
     

  • Neither NIR exposure levels nor their related health impacts on children are being monitored, thus leaving parents, healthcare practitioners, and governments uninformed about the current dangers to health as well as impact on future generations. 
     

  • Misleading claims of safe exposure levels made by governmental regulatory bodies and advisory bodies such as ICNIRP are amplified by the media and the purveyors of these wireless devices and services. 

 

Commercial Exploitation 

  • Confidential and private personal information concerning children is being monetized by data harvesters, in most countries without the informed consent of parents, guardians, and other responsible persons in direct violation of national and international policies, laws, and regulations that protect the privacy of children. 
     

  • The accelerating development and ubiquitous deployment of Artificial Intelligence (AI) raises profound ethical questions that need to be urgently examined concerning the potential risks to children.
     

  • In most countries, many parents lack up-to-date and accurate information about the potential exploitation of their children resulting from exposure to digital devices and are thus unable to take effective action to protect their children from these risks. 

 

Recognizing Further:

  • The urgent need to investigate, control, and embargo imports of electronic components and products containing minerals extracted by enforced child labor under dehumanizing conditions.
     

  • The importance of adopting the Precautionary Principle as an operative and applicable guideline for providing safe learning environments for children.
     

  • The importance of promoting the goal of safety as an overriding priority when it comes to exposing children to NIR environments. 

 

Now therefore, the undersigned endorse and strongly advocate that the following principles and actions be immediately adopted by national and local governments and legislators, and by administrators in public and private schools around the world as constituting wise and best practices:
 

  • We recognize that children have a fundamental human right to be free from intentionally addictive devices, platforms, and apps, the right to be free from harmful exposure to radiation, and the right to be free from commercial exploitation.
     

  • We urge the immediate adoption and implementation of standards regarding children’s exposure to, and use of, social media, gaming and other platforms that encourage addiction; and further demand that advertisements aimed at increasing screen time for children be curtailed.
     

  • We call upon government officials to establish health-based NIR exposure standards, and incentivize best engineering solutions that are protective of health, especially for children and pregnant women.
     

  • We further call on school administrators to create safe learning environments that are free from or involve minimal exposure to NIR, utilizing best available monitoring technologies. 
     

  • We strongly recommend broad public education on the unique health risks of continued exposure of children to addictive and harmful platforms and potentially dangerous levels of radiation, and the legal fiduciary obligations of administrators to discharge these responsibilities. 
     

  • We urgently appeal to physicians and other health care providers to inform themselves and receive professional training in behavioral and physical problems related to screen time, and the new medical discipline of clinical electromagnetics. 
     

  • We believe that the burden of proof of safety must shift to the manufacturers and purveyors of NIR-emitting devices.
     

  • We seek financial support and compensation for families with children evidencing serious electrohypersensitivity, and that these costs be paid for by wireless telecom purveyors, pursuant to the 1972 OECD “Polluter Pays Principle.”
     

  • We support collaborative innovation among technology providers to significantly reduce NIR emissions from wireless products and to compete on safety.
     

  • We strongly encourage innovative ways to finance this fundamental and evolutionary shift in public conscience and awareness.
     

We call on people of good will everywhere to express their urgent appeals for the protection of children and future generations by signing this Declaration and supporting legal and other protective actions embodying its spirit.

“It is the conclusion of this legal opinion that establishing and activating a 5G-network, as it is currently described, would be in contravention of current human and environmental laws enshrined in the European Convention on Human Rights, the UN Convention on the Rights of the Child, EU regulations, and the Bern- and Bonn-conventions.

The reason is the very significant body of scientific documentation available, showing that radiofrequent electromagnetic radiation is harmful and dangerous to the health of humans (particularly children), animals and plants. This also applies when the radiation remains within the limits recommended by ICNIRP and currently used in Denmark as well as broadly within the EU.

The exact damaging effects to health from 5G are not known, since the system is not exactly defined, though given the background of the current research on the effects of radiofrequent electromagnetic radiation on, e.g. the bodies of humans and animals, including the provocation of DNA damage and oxidative stress, it appears highly unlikely that it would not lead to similar harm as the current systems, particularly since it is based on the same basic form of radiation.

The Danish state earns considerable amounts licensing the establishment and operation of the communications systems by, inter alia, auctioning off the frequency bands to telecommunications companies who then use the bands to generate billions of profit, which is then taxed.

Alfonso Balmori is one amongst many scientists who have spoken out in the following way about the inherent conflict of interest in this structural problem, cf. Balmori (2005, p. 116): ”Controversy is frequent when the scientists recognize serious effects on health and on the environment that cause high economic losses.”

Schools are under pressure
“Schools are in a difficult position as they are under pressure to incorporate ICT (information and communication technology) more fully into the curriculum.  They are being encouraged to consider Wi-Fi due to the ease of installation and the money saved as a result.  The idea that children and staff can use computers at any time and anywhere on the school grounds is an attractive one.  But this is only attractive if the technology is safe.  Schools need to weigh up the risks from wireless technologies suggested in the scientific literature, the calls for action made by the European Environment Agency, International Commission for Electromagnetic Safety, the Bio-Initiative report and others and address the concerns of parents and staff.  Are the educational advantages of wireless computers over similar wired-up ones worth the potential effects on health and development?

“Every child has the non-negotiable, obvious right to a healthy and safe school environment.
Governments and school boards can no longer trust the wireless communication industry’s monotonous slogan that Wi-Fi and cell phones are safe. In May 2011, the World Health Organization (WHO) classified microwave radiation, emitted by such wireless devices, as a possible carcinogen. WHO could no longer ignore the scientific and social pressure from

“Chronic, such as all-day, school exposure, is more likely than short and intermittent exposure, such as cell phone use, to produce harmful health effects, and is likely to do so at lower exposure levels. Persons stationed close to school computers with WI-FI and especially those very near to any WI-FI infrastructure will receive considerably higher exposure than do others.
Exposure to high-frequency radiofrequency (RF) and microwave (MW) radiation and also the extreme low frequency (ELF) EM fields that accompany WI-FI exposure have been linked to a variety of adverse health outcomes. Some of the manyp adverse effects reported to be associated with and/or caused by ELF fields and/or RF/MW radiation include neurologic, endocrine, immune, cardiac, reproductive and other effects, including cancers. Human studies of comparable RF/MW radiation parameters show changes in brain function including memory loss, retarded learning, performance impairment in children, headaches and neurodegenerative conditions, melatonin suppression and sleep disorders, fatigue, hormonal imbalances, immune dysregulation such as allergic and inflammatory responses, cardiac and blood pressure problems, genotoxic effects like miscarriage, cancers such as childhood leukemia, childhood and adult brain tumors, and more.
Children are more vulnerable to RF/MW radiation because of the susceptibility of their developing nervous systems. RF/MW penetration is greater relative to head size in children, who have a greater absorption of RF/MW energy in the tissues of the head at WI-FI frequencies. Children are largely unable to remove themselves from exposures to harmful substances in their environments. Their exposure is involuntary. There is a major legal difference between an exposure that an individual chooses to accept and one that is forced upon a person, especially a dependent, who can do nothing about it. WI-FI must be banned from school deployment.”

Time is running out for Americans to wake up and realize that their children are being unintentionally but seriously harmed by technologically-ignorant, irresponsible authorities who, sadly, have allowed themselves to be co-opted by the wireless and telecom industry and electric utilities whose sole concern is profit – even at the expense of an unsuspecting and defenseless publicʼs health and well-being!
My Bio
I am a retired Canadian Armed Forces captain who spent 22 of my 26+ years in the ʻForcesʼ in Electronic Warfare (EW) and Signals Intelligence (SIGINT), the former of which included two years in National Defense Headquarters (NDHQ) Ottawa, in the Directorate of Electronic Warfare (DEW). In EW I worked closely with U.S. and NATO armies; attended a major NATO army EW officersʼ course in Anzio, Italy, and participated in a major NATO army EW field exercise in Germany. I accepted invitations to visit both the U.S. Pentagon and, subsequently, Fort Bragg, North Carolina (the US Armyʼs principal EW base). Earlier still, I conducted Radio Warfare/EW at sea aboard two Canadian warships. In SIGINT, I was the Executive Officer and Operations Officer for two years at one of Canadaʼs largest and most sensitive radio intelligence-gathering stations, where I employed some 200+ specially-trained radio operators who conducted both COMINT and ELINT under my direction. Throughout this period, I worked closely with the USAʼs NSA and Britainʼs GCHQ.

The US military have long known that THE most harmful radio/ microwave frequencies to man are those within the band 900 MHz to 5 GHz (900 million to 5 billion Herz), for they penetrate all organs and organ systems of the body, thus putting all human organ systems at risk.

This is precisely why these frequencies are used in M/W weapons of war!
Renowned scientists such as Dr. Neil Cherry, Dr. Sam Milham, Dr. Robert O. Becker and others have long said that ANY man-made radio frequency radiation, no matter how weak the signal, is hazardous to humans and all forms of life – especially ʻpulsedʼ M/W radiation! Microwave (M/W) ovens cook/burn food and heat/boil liquids on the M/ W frequency of 2.4 GHz (see para 3)! While M/W ovens emit very high powered radiation, they do so for relatively short periods of time before they shut OFF. Note: The form of radiation emitted by M/W ovens is ʻcontinuous wave,ʼ which is less harmful to humans and all living things than is a Wi-Fi routerʼs ʻpulsedʼ radiation.
Inconceivably, precious children and their teachers are forced – every moment they are at school – to sit in classrooms with powerful industrial-grade Wi-Fi routers above their heads that emit the more dangerous ʻpulsedʼ form of M/W radiation on frequencies which the US Military knows are lethal to all human organs and organ systems: 2.4 GHz or both 2.4 and 5.8 GHz! W-Fi routers emit their pulsed non-thermal radiation in all directions constantly, 24/7/365, blanketing entire areas ranging in distance from just hundreds of feet out to encompass a schoolʼs entire property!
Non-industry scientists know that the harmful biological and health effects of low-level pulsed radiation are cumulative. It is not a question of IF a student or teacher will be harmed, but how much accumulated radiation over how many months and/or years can their individual bodies endure before they succumb to serious illness? Since its inception in 1948, the World Health Organization (WHO) has experienced almost constant turmoil and challenges. No longer enjoying secure funding from governments, it now relies on voluntary contributions from governments and other sources. Currently, the Bill & Melinda GatesFoundation is one of the biggest voluntary contributors to WHO! Radiation regulatory agencies, electric power utilities, and the wireless/telecom industries have meticulously studied, learned from and improved upon the extremely successful, deceitful tactics employed by the tobacco industry for so many profitable decades.
These are unprecedented, unbelievable times in Americaʼs history. The BioInitiative Report 

Here, The BioInitiative report refers to gene modification. Microwave rays cause damage to DNA (mitochondrial DNA). These are both single-stranded and two-stranded DNA injuries. Damaged damage cannot be repaired. (Mutation can also occur on the damaged DNA.) The defects go and become hereditary. (You can read Dr. Martin Pall on how microwave beams open up calcium channels in cells, and following a number of biochemical processes, oxidative stress (free radicals) is formed, which can cause a wide range of cell and organ damage including DNA damage. He also compares DNA damage from cellular phones with X-rays where the mobile phone gives at least as much damage as X-ray, the tests are called “comet assay” when the images of the damaged DNA resemble a comet).
The Bioinitiative report was made in 2012 and updated in 2020. They have reviewed 4000-5000 studies from 1990-2017. 91% of the research shows oxidative stress, between 64-74% of the studies show DNA damage and 72% of the research shows neurological effects of electromagnetic fields, ie radiation.

I have a dream

 

Dr. Erica Mallery-Blythe says education comes after health.

A school’s core service is teaching so that students learn and develop knowledge and skills. My dream is that learning and education continuous unaffected and don’t get discouraged by the harmful effects of microwaves. Unfortunately, there are countless scientific studies old as new from 2018, which show that children can have and get learning difficulties, impatience, lack of cognitive control, cell death, leaky blood-brain barrier, concentration difficulties, slower task resolution, problems of “dissolving” from work memory to the long-term memory, challenges in creating new memory. Shrinkage is also seen in the brain of students who are dependent on the Internet. Our prime task is to create not only wise and knowledgeble students, but also students who are able to learn new things, learn to learn, and to learn in different ways, preferably on the basis of motivation and good experiences with learning.

It is my dream that we do not let microwave radiation damage our work, the students’ development, growth and brains.

It is my dream that the students are and become whole people. Children’s brains absorb 2-5 times more radiation than adults and the water in their brains makes the radiation in there longer. The pupils’ brains have not yet developed their “protection” and the personality has not yet been developed. Inside the brain there is a place that occupies 30 times more radiation, and this is where the personality lies. It is known that microwave beams can change people’s “decisions and make them do stupid things”, aggression and even violence can be increased. ADHD-like symptoms can be generated. Microwaves can make people depressed and depressive (may be related to sleep problems). So, it is my dream that our educational work is not “worked out” and that the students’ personality and being are not affected.

It is the primary school’s task to give the students ballast and growth so that the students in both the welfare society and in the competition state will be able to cope with what it entails of competition and the person’s own potentials and opportunities for a life, education and a working life. A 0-18 year perspective with a look at the physical learning environment is also relevant and here is my dream that Wi-Fi routers and its harmful effects on children are eliminated. It is my dream that long-term consequences in an environment where students spend hours every day in microwaves, invisible to the eye, but very real, where these toxins do not have the opportunity to harm the children’s future. Some politicians believe that there has been insufficient research into the long-term consequences of microwaves. Microwave rays, according to international research, can give cancer in just a decade. Right from the beginning of the Cold War, the military found that microwave radiation can cause organ damage and cancer in just a few years. The military uses the same type of microwave beams to cause damage to organs as in Wi-Fi routers. They have different frequencies for different kinds of injuries (physical or mental).

Alzheimer’s can be obtained after about 25 years. It is my dream and high desire that the students should not experience cell damage or organ damage. It is my dream that they should not get “microwave sickness” (WHO and the EU call it EHS). It is a collective term for many different symptoms, of which there are often sleep problems, fatigue, skin rash, tinnitus, problems with eyes, heart, ears, fertility difficulties including sperm death, muscle and joint pain, or intestinal problems, decreased immune system, inflammatory conditions of the body, Depression and psychological problems, etc., etc. The list is long since microwaves can damage in several physiological and biochemical ways, including giving oxidative stress. Oxidative stress can damage any cell in the body. The EU has estimated that 3-10% of Europeans have “EHS” today. You can easily be influenced without knowing it. The effect of microwave radiation can also continue after exposure.

It is my dream that the students’ brains should not be stressed. Microwave rays give stress to the brain. The brain experiences it in the same way as ordinary stress. People can’t feel it, but the body is being affected anyway. It can go beyond sleep.

It is my dream that students should not become ill either in the short term or in the long term.

It is a dream that future generations will continue to have children.

It is my dream that Wi-Fi is turned off to secure the Children’s Convention Articles 3, 6 and 24 to ensure the best interests of the child, health and maintenance of life. This is the main point.

Other Articles: It should be said that Articles 12 and 13 deal with children’s views and children are unaware of the effects of microwaves on their health.

Article 17 on information. The EU wants children in primary schools to be informed about the harmful effects of mobile phones.

It is also my dream that Wi-Fi is turned off so that the microwaves will not be able to influence the pupils’ learning and here are the Children’s Convention Articles 28 and 29 on children’s right to education and to avoid apostasy quite significantly. And “fully develop the child’s opportunities in relation to personality, abilities, and mental and physical ability”. It is my dream that Wi-Fi does not have the opportunity to influence the children physically or mentally.

 

It is my dream that children’s rights to health and life are maintained and respected. That it does not only follow fine words and intentions, but that it is actually lived out and that the problem is eliminated.

Ethernet, telephone network or fiber network. You can even get adapters for Cromebooks, IPads and other devices without the “real” connectors. Then you can connect its IPad to Ethernet.
You can even get adapters that can connect the internet with ordinary sockets, so the internet can go into the socket. So ordinary sockets. You can get branches so 1 Ethernet cable turns to 10. You can get rails to attach wires so that everything gets nice and practical, and you can carry your laptop or tablet to the sockets.
Most routers can turn off the Wi-Fi and connect wires. (I don’t know the school’s routers.)
You can also work offline on computers, Cromebooks, IPads etc. if you should need it.
“It is said” that the fiber network today is 200 times faster than 5g. “It is said” that the fiber network of the future is even faster (several thousand times). A US professor has even advised the US to focus on the fiber network, as he believes that Wi-Fi will not be able to pull the Internet of the future and demand speed.
The first schools in the world with Wi-Fi (in the US and France) have learned the lesson. They have now looped Wi-Fi and are betting on the fiber network. Let’s not make the same mistake, but learn from others’ mistakes.

You should keep in mind that Wi-Fi routers can range from 300 to 400 m. When wireless devices meet, the beams are intensified in 3D directions that go over each other. Besides the actual flow, the routers also emit magnetic fields, and when the routers meet, magnetic fields also occur.
The human body itself consists of electricity and produces even electricity and even natural magnetic fields. The body responds to electrical signals and impulses. The problem with the man-made flying stream is that it affects the body. For example, the heart may be affected (and “confused”) over the outside current. The Council of Europe wants Wi-Fi and mobile phones removed from classrooms. One of their arguments is that the student not only harms himself with his mobile phone, but also damages his classmates. I see this in the light of children’s and human rights. The child can easily even be ignorant and involuntarily offended against others and deprive others of their children’s rights. Children cannot take on this responsibility, but this is the reality.
I hope that will take this seriously and take child rights seriously.
